Health Center Program Change in Scope (CIS) Module Unavailable:

The CIS module is unavailable while HRSA completes system updates.

  • HRSA closed CIS requests that were not submitted by the October 2026 deadlines.
  • You can create and submit a new CIS request when the CIS module reopens November 20, 2026.

Health Center Program Funding and Look-Alike Designation Applications:

Applications not submitted to HRSA by 5:00 p.m. ET on November 19, 2026, will lose data you entered in scope-related forms (Form 5A: Services Provided and Form 5B: Service Sites). Applicants will not need to recomplete their entire application; they will only need to re-enter data in these two scope-related forms (Form 5A and Form 5B) once the system reopens November 20. This does not impact applications with read-only scope-related forms.

 Purpose

This notice announces the opportunity to apply for the Ryan White HIV/AIDS Program (RWHAP) Part F Regional AIDS Education and Training Centers (AETC) Program. The AETC Program consists of a network of HIV experts who, collectively, work to increase and support a workforce capable of and who intend to provide care and treatment to people with or at-risk of HIV. The aim of the program during the next five-year period of performance (July 1, 2024 – June 30, 2029) is to build on the previous work and successes of the AETC program and their local partners and implement a modernized and strengthened program framework based on industry standards.
