Health Center Program Change in Scope (CIS) Requests:

The CIS module will be unavailable from October 20 through November 19, 2026, while HRSA updates the system. The CIS module will reopen November 20, 2026.

 

HRSA will close:

  • New CIS requests not submitted to HRSA by 11:59 p.m. ET on October 19.
  • CIS requests returned for clarifying information (Change Requests) not resubmitted to HRSA by 11:59 p.m. ET on October 24.

You can create and submit a new CIS request when the CIS module reopens November 20.

 

Health Center Program Funding and Look-Alike Designation Applications:

Applications not submitted to HRSA by 5:00 p.m. ET on November 19, 2026, will lose data you entered in scope-related forms (Form 5A: Services Provided, Form 5B: Service Sites, and Form 5C: Other Activities/Locations). Applicants will not need to recomplete their entire application; they will only need to re-enter data in these three scope-related forms (Form 5A, Form 5B, and Form 5C) once the system reopens November 20. This does not impact applications with read-only scope-related forms.

 Purpose

This notice solicits applications for the Ryan White HIV/AIDS Program (RWHAP) Part B AIDS Drug Assistance Program (ADAP) Emergency Relief Funds (ERF).  The Health Resources and Services Administration’s (HRSA) HIV/AIDS Bureau (HAB), Division of State HIV/AIDS Programs (DSHAP) administers this program. ADAP ERF awards are intended for states/territories that demonstrate the need for additional resources to prevent, reduce, or eliminate ADAP waiting lists, including through cost-containment measures (for example, the provision of health insurance assistance).  HRSA will base ADAP ERF awards upon applicants’ ability to successfully demonstrate need for additional funding.  An external objective review committee (ORC) will evaluate this need based on criteria published in this notice of funding opportunity (NOFO), with priority given to addressing existing waiting lists. HRSA first funded this ERF initiative in August 2010, when numerous states/territories were experiencing ADAP waiting lists.  At the time of publication of this NOFO, there are no ADAP waiting lists.  HRSA continues to provide funding under this initiative to maintain infrastructure in those states/territories that had previously imposed waiting lists, and to ensure that no new waiting lists are established.  States/territories that have not reported an existing waiting list to HRSA must do so immediately and use funding awarded under this NOFO to remove clients from the waiting list.
