To strengthen security and comply with a federal cybersecurity mandate, HRSA has implemented identity verification for EHBs users, including Applicants, Grantees, Consultants, Experts, and SAM.gov POCs who require access to the EHBs, through Login.gov or ID.me.
All applicant, grantee, consultant, expert, service provider, technical analyst, and SAM.gov POC EHBs users must complete a free, one-time identity verification through Login.gov or ID.me. This can be completed online or in person and is essential to maintain access to EHBs.
Why This Matters to You:
This change ensures compliance with federal identity standards (Identity Assurance Level 2) and enhances the protection of sensitive data accessed through the EHBs. Users will need to verify their identity only once, and having an ID Proofed account will become a prerequisite for continued access to EHBs functionalities.
How to complete the identity verification process:
- If you have a state-issued Driver’s License, State ID, or U.S. Passport book, use your existing Login.gov account.
- HRSA encourages all users to complete the identity verification process through Login.gov when possible. However, if you do not have a state-issued Driver’s License, State ID, or U.S. Passport book but do have a U.S. Passport Card or Non-U.S. Passport or are unable to complete the identity verification process through Login.gov, create an ID.me account.
- Helpful tip! The identity verification process must be completed using the same email as your EHBs account.
- Follow the prompts using your applicable photo ID, a selfie, and your Social Security number to complete the identity verification process.
- After you complete verification, always sign-in with the same ID-proofed Login.gov or ID.me account. This is required for future EHBs access.

Beginning August 28th, 2025, the EHBs will start a grace period for identity verification. All external users, including Applicants and Grantees, should complete a verification through Login.gov or ID.me before it becomes mandatory on January 1st, 2026.
Identity verification is a secure, one-time process that takes about 5-8 minutes. Users complete the process online or in-person through Login.gov or ID.me by providing a government-issued photo ID, a selfie, and SSN.
New Option: In addition to Login.gov, users can now access the EHBs using ID.me, which accepts U.S. passports for those without a state-issued photo ID or license.

Starting April 26th, an Annual Account Review will be initiated for all users on the anniversary date of the user’s registration to the organization. This request will be sent to the users with the Primary Authorizing Official (AO) privilege in the EHBs (users with the ‘Manage Users’ and ‘Manage Organization Profile’ privileges) which must be reviewed. However, if an organization does not have a user with this privilege in the EHBs, the approval/rejection request will be sent to the organization’s Electronic Business Point of Contact listed in SAM.gov.

What’s New Message :
New Prior Approval (PA) and Other Submissions (EDM) Budget Forms
The EHBs has been updated to include structured budget forms for Prior Approvals (PA) and Other Submissions (EDM). As of January 28th, 2022, as you complete Prior Approvals and EDM submissions, you will enter all budget information through the new forms in the EHBs before submitting for HRSA review and approval. This change applies to all Prior Approval Types and Other Submissions (EDM).

What’s New Message :
Transition to Unique Entity Identifier (UEI) – October 2021 updates
HRSA’s Electronic Handbooks (EHBs) has been further updated to continue to support the transition to the new Unique Entity Identifier (UEI). For more information on this transition, refer to the GSA Web site.
As of October 28th, the second round of updates have gone live in the EHBs. The EHBs Applications, Grants.gov Applications, and Smart Assist have been updated to show the UEI field.

As of June 25th, the EHBs Adobe Connect Screen Sharing feature has been updated
to a more user friendly and modern Zoom screensharing service. This will allow
for HRSA staff, including Project Officers, Grants Management Specialists, and
the HRSA Customer Support Team, to address your questions more efficiently and
effectively.
No major changes will be made to the Screen Sharing feature; HRSA staff can
still initiate a screen sharing session and instruct the users to share their
EHBs screen.

What’s New Message :
HRSA’s Electronic Handbooks (EHBs) has been updated to support the transition to the new Unique Entity Identifier (UEI).
The federal government is replacing DUNS with UEI, a non-proprietary identifier. For more information on this transition, refer to the
GSA Web site.
HRSA EHBs is being incrementally updated to change DUNS fields to UEI fields and to update the associated processes, such as the search options on the organization registration pages.
As of June 10, the initial updates have gone live in EHBs. The Organization Registration pages, the Grantee My Portfolio pages, and the Application Tracker have been updated to show the UEI field.

Starting September 25, 2020, the EHBs will not accept FFR submissions. From October 1, 2020, the FFR report will be available in PMS to prepare, certify and submit to HRSA for review. Sarah is a new automated intelligent Chatbot tool for managing your EHBs account that can help you with resetting your password, unlocking your account, terminating a logged in session and providing EHBs users with informational resources.
What to expect?
Coming soon, Sarah will be deployed on the external EHBs login page and will provide users an interactive experience to perform self-service account actions. The intelligent Chatbot will also provide the users with resources, including videos and documents, and answers to some of the most common EHBs questions, all without needing to call the contact center.
The conversational experience will be available 24/7, providing users with an alternative source of assistance to enhance the efficiency and user experience for EHBs users.
How to use?
To interact with Sarah, simply access the external EHBs login page and select the Chatbot icon on the bottom right of your screen. From there you can begin your conversation, requesting which topics you need help with.
Prior to performing account related actions, Sarah will be able to validate your identity based on your EHBs profile security question. Additionally, the Chatbot will be able to help users create tickets that will then be reviewed and followed up on by the Contact Center.
